Consultations for Regional Regulator for CBI Industry commence

The Interim Regulatory Commission (IRC) charged with establishing a Regional Regulator for the Citizenship by Investment (CBI) industry, have begun on-island consultations with industry stakeholders.

From March 4 through to April 17, each of the five Caribbean countries with CBI programs will experience three days of consultations led by Lydia Elliot – the legal consultant hired by the IRC to draft the legislative framework for the regional regulator.

The consultations, which began in St. Kitts on March 4, allows CBI professionals, government officials, media, and other stakeholders to provide feedback and insights to Elliot, which will aid her preparation of the draft document, due at the end of the third quarter, 2025.

Following the initial consultations in St. Kitts, Elliot will move onward to Dominica, Grenada, and St. Lucia before ultimately wrapping up the series of consultations in Antigua and Barbuda. The establishment of a Regional Regulator was one of the actions agreed to in the Memorandum of Agreement (MOA) signed by heads of government of the five Caribbean countries in March 2024.

The Regional Regulator will set standards for the regional programs that are in keeping with international standards and best practices. It will bear responsibility for ensuring the programs play fairly and upkeep the principles agreed to in the MOA.
