Grenada’s Citizenship by Investment (CBI) Program ranked first among regional CBI programs and third internationally, according to the latest Investment Migration Programs Report published by Henley & Partners — one of the leading investment migration agencies globally.
The report, which Henley & Partners states evaluates key benchmarks such as reputation, quality of life, physical visit requirements, and residency criteria, among others, is updated annually by leading academic researchers, country specialists, economists, independent immigration and citizenship lawyers, and other experts. It reviewed 40 residence-by-investment and citizenship-by-investment programs internationally across two indexes: the Global Residence Program Index and the Global Citizenship Program Index.
Grenada’s CBI program, reviewed as one of 14 programs on the Global Citizenship Program Index, achieved a score of 69 out of 100, ranking two spots behind Malta’s program, which received a top score of 76. Austria’s program ranked second with a score of 75. Of the ten areas assessed, Grenada earned perfect scores of 10 for physical visit requirements and residency requirements, while placing second in the investment requirements and visa-free or visa-on-arrival access categories.
A significant category for Grenada was processing. The country ranked third on the Index for a consecutive year — two points behind the leader — demonstrating the continued efforts of the Investment Migration Grenada (IMA Grenada) to improve its efficiency. In 2024, the agency, responsible for managing the program, processed an all-time high of 1,673 applications—an 11% year-on-year increase compared to its 2023 performance.
Although Grenada ranked well in several categories, quality of life was highlighted by the index as an area requiring improvement. Of the 14 programs evaluated, Grenada ranked sixth, receiving its lowest score in this category. However, in what seems to be a long-term strategy, the country is exploring ways of gaining greater value from its economic citizens – value that could ultimately improve the quality of life of Grenadians in Grenada.
Recently, IMA Grenada, in collaboration with Arton Capital and Forbes Global Talent, launched the “Citizenship by Invitation” initiative. The program invites experts in key areas that align with the country’s development agenda to apply for Grenadian citizenship. Once naturalized, these individuals will have the opportunity to provide expert advice to the Prime Minister through annual summits.
